oracle9i application server - have to hit browser's refresh button to see report output

I can get each report to work.
However there seems to be some sort of dependency among the reports in that ones which were working stop
eg a report which writes to a file comes up with the following Error: The request url was not found or cannot be served at this time Oracle Reports Server CGI - Unable to communicate with the Reports Server
eg 'ordinary' reports which display their results in the browser - you have to hit the refresh button to see their output.
This seems to happen when I run one particular report and it affects the others as detailed above.
Has anyone seen this before?
