If you really have Ora 8 (and not 8i), then plus80.exe is what you should try to
run.
It should be in the directory where you had the oracle client installed.
If it is there, but it does not run, then it might be a missing DLL, or
incorrect/incoplete installation of the client. The missing DLL might mean that
the DLL is actually there, but the path is not set right.
