display of character in browser?

when deploying forms to server (unix) and view form application in browser(I.E), some characters of database item will display a '?' sign. I have check the character set for server and client are synchronized, the NLS_CHARACTERSET which we set to ZHT16BIG5 for diplaying multibyte character such as chinese...PLEASE HELP!!
