What it is actually trying to do is create services. You'll need Admin privs to complete that, and the services shouldn't be there already - an obscured error message may be somewhere hidden behind other screens.

if you want a clean install:

- delete your oracle_home diry (e.g. D:\ORANT)
- delete the registry key HKLM\Software\Oracle
- delete C:\Program Files\Oracle (don't say you did not install
  anything there - Oracle did!
- delete any services, starting with Oracle from   HKLM\System\CurrentControlSet\Services Reboot after that.

Make sure you are member of the admin group, and retry. Hth. BTW - better download PO8iR3 (aka 8.1.7)
