JDeveloper 9i and XML Encoding

When JDeveloper creates the XML files for J2EE Component deployment (ie web.xml & ejb-jar.xml) JDev 9i sets the encoding to windows-1252. This should be ISO-8859-1 or not used. I set the default encoding in the project properties to ISO-8859-1 for development and running.
