I'm not sure of this version -- but doing the same on NT 4.0 and a slightly earlier version of both tools and db -- I had to completely remove the DB (including everything from the registry) -- install developer (accepting the default home directory) and then re-installing the DB in a different home directory.

I was told by several people that this was what you had to do (the only reason other than that's just the way it is -- forms are usually looking for the db on a different server -- don't know if that makes any sense or not).

I was also told by a TUSC instructor that all this was not necessary -- that he installed tools on a machine with an existing db all the time. However, I tried for several days to get this to work and finally removed the db -- after that all went very smoothly. Perhaps I did something in my first try that screwed something up and my subsequent tries were doomed 'till I cleaned everything up.

I hope you get a better answer (which I too would like to see). I'm only an inch or two ahead of being a newbie myself.
