Oracle Installer option in Delivery Wizard is disabled

I would like to package a Forms 6i application using the Project Builder. When I invoke the Delivery Wizard to create the Oracle Installer script files, I find that the option for this ('Deliver locally and create Oracle Installer scripts') is disabled. I read in a post here that this is because the Oracle File Packager components have not been installed. I could not find which Oracle CD contains these components. When I installed Forms 6i, Project Builder was installed automatically, so I am confused as to where else to find these files. Could someone please help me out?
