Mobile development tools needed

I'm evaluating the pros and cons of using oracle tools to develop and deploy a mobile application versus building our own client app and sync logic in Java and XML.

The users will have a copy of 9i Lite on their notebooks and will add new records to their local database while disconnected. They will synchronize when they reconnect.

Can someone with experience in developing mobile apps summarize the pros and cons of using Oracle tools or point me to an authoritative source?
