HELP NEEDED - Installing Oracle 9iAS portal3.0

Hi everybody!

How can I enable function based indexes or how can I avoid this problem and successfully install portal 3.0. I try to set
QUERY_REWRITE_ENABLED to TRUE and
QUERY_REWRITE_INTEGRITY to TRUSTED
