Database Resource Manager - experienced opinion required

Has anybody really tested Oracle's "Database Resource Manager"? As far as I've understood (for my own short experience - hp-ux 11, oracle 8.1.7),
this feature is usefull enough for diskless tasks. I mean, while sessions don't require I/O operations - everything is OK (CPU resources are divided among sessions according to choosed RESOURCE PLAN). But when I tested hard I/O procedures(using full scan), everything becomes wrong. First (in time not in priority) session capture the CPU and finish first without paying any attention to used RESOURCE PLAN.
May be, this isn't wrong behavior?
