What you didn't indicate but is absolutely critical to diagnose this is whether you have ever been able to do so before. I suspect you have not and likely you installed into a directory structure owned by root rather than oracle. Or, did you edit or move a file like tnsnames.ora while logged in as root.
But if you used to be able to connect and no longer can ... what have you changed.
