A couple of points:

  1. The OEM Management Server (OMS) is a separate install
  2. Once installed on NT, it generally needs to be started manually, and then takes a long time (minutes) to initialize
  3. It needs a database/instance to use a persistent store. This is NOT automatically installed with the OMS
  4. During first access to the OMS, it asks for the instance to install the store. Watch for user names and passwords at that point.
