A couple of points:
- The OEM Management Server (OMS) is a separate install
- Once installed on NT, it generally needs to be started manually, and then takes a long time (minutes) to initialize
- It needs a database/instance to use a persistent store. This is NOT automatically installed with the OMS
- During first access to the OMS, it asks for the instance to install the store. Watch for user names and passwords at that point.
