You say '... rd=manager. Then the database starts. B...' If that is really the case, you have a significant problem, because the database should have started a long, long time before you even hhit SQL*Plusss.
The way the question is worded leads me to assume some sort of Windows platform - if NT, check Services to ensure the Oracle and the Listerner services are running. If not, read the install manual to help find the correct way to configure the Listener.
Strongly advise reading O'Reilly's book 'Oracle Essentials: Oracle8 and Oracle8i' (see http://oracle.oreilly.com) to get you up to speed on fundemental concepts of architecture, how and why it works, etc. That way you'll be able to use the right terms and get better response from the news group.
