Trouble with Forms Server and f60cgi

Hi,

I am trying to install and configure forms server with patch 5 applied on solaris 2.7. Among the many problems encountered I have gone back to basics. On entering http://webserver/dev60cgi/f60cgi? i get the following error

Oracle Forms Web CGI: Error detected
Your request cannot be serviced at this time due to the following error:

ERROR: Configuration file /forms60/server/formsweb.cfg not found.

---

I have the FORMS60_WEB_CONFIG_FILE variable set to the full file path name of the formsweb.cfg file so whats the problem. I have a TAR with Oracle so long it had to be split over two TARS.
