Need help with Oracle HTTP server

Recently, I installed Oracle8i,(version 8.1.7) enterprise edition on
NT4.0. But I found that Oracle HTTP server(apache) is not running. When
I check it's error log, I got the message:
[Mon Jun 18 14:43:25 2001] [crit] (10045)(FormatMessage failed with code
317): Parent: WSADuplicateSocket failed for socket 452.
[Mon Jun 18 14:43:25 2001] [error] (2)No such file or directory:
master_main: create child process failed. Exiting.
[Mon Jun 18 14:44:25 2001] [error] forcing termination of child #0
(handle 680)
Can anyone provide assitance with this problem?
