form6i cpu 100%

I still don't get it fixed with Oracle tip for form6i cpu 100% after user exists. Form6i is on NT4 platform. The file is ifweb60.exe. There are no mem shortage. Cpu is 533mhz for one (for 15 users testing only).
Oracle fix is to have forms60_timeout to be shorter. But my problem is this process never DIE!
I am hoping someone is out-smarter to have better idea or experience about this issue.
