ERROR: ORA-12541: TNS:no listener

Hi,
After I install oracle 8.1.6.(personal edition) on 98, when i try to access
SQL Plus, It gives me this error:
ERROR: ORA-12541: TNS:no listener. Anyone know what does this means and how
can i resolve this.
