Developer 2000 and Oracle 8i

Oracle 8.1.7 enterprise and Developer 2000 [forms 4.5 and reports 2.5] Nt4.0 I have 8i insalledand have successfully migrated a 7.3.3 db to 8i. I have tried installing dev 2000 t n availe. I get an error 'unable to install into c:\oracle\ora8i (oracle home), I have selected a different folder to install into nd then get an nt4 error. Any suggestions? I'm sure there must be a way (until I can geeeet the latest version of developer.
