I had the same problem a few years ago. There is no link to Oracle Server. Oracle Developer 2000 install program doesn't work correctly on NT4. This problem only occurs with an old version of Oracle Developer 2000 (You are using Forms 4.5, aren't you ?).
I can advise you to reboot your NT4 pc and try again (several times). Sometimes it works.
If you have no luck, you 're bound to find a (little) more recent version of Developer 2000.
