Hi,

when I started learning Forms and Reports I found out there are very little books on this topic. O'reilly has a good series of books about pl/sql and database administration, but not really on client-tools. I think the Oracle Manuals are the only reference you got :-( They can be found in pdf-format on the technet-site. Maybe this is helpful for you?
