As far as I know none exists ... and for that I am grateful.
The differences between the two platforms is significant. And I would hate to see a system that was a port of MS SQL Server trying to run on Oracle. It would contain all of SQL Server's weaknesses and none of Oracle's strengths.
Learn PL/SQL.
