Designer is not for the faint hearted. The learning curve is huge, but I found the tool itself fantastic. However I also found that the benefits are only realised in 'some' projects - I think this is historically the case when you look back at CASE based toolsets. From the information you have provided I agree with Kenneth Atkins (a renowned author of Designer books) that you would see a dramatic improvement in your success rate if you pay for an on site Designer consultant to work with you in the early stages. You will then avoid the early disappointments and make maximum use of the tools functionality with less of the frustration - because frustration there will be. Previous posting's comments about having a knowledgeable dB designer and quality standards documentation are very relevant. You should closely consider the Designer toolset and how the larger percentage of them will be useful to you - if only a small part of the toolset will be used I'd opt for another tool. Unless you will gain from the complexity, the investment (time, money and morale) will have a detrimental effect on your project and company. If you can see real long term benefits the tool is an effective (if sometimes restrictive) development tool, with really powerful capabilities - although I question the granularity of version control in the earlier version(not sure about 6.*).
