If your Oracle DBA is halfway good the answer is you can't. If an Oracle instance has been set up to allow you to do this it isn't secure.

So much I might be able to help you, my instinct as a DBA myself is to say "No Way". You have no business doing this without your DBAs active participation.

And I hope no one else helps you either.
