Some advantages to Oracle Forms:

2) All the database complexity to make sure that a record is locked before
you change it, and that prevent a user from trying to change a record that
was just changed by another user, all of that is handled by Forms. The
programmer doesn't need to code a line.
On the other hand, VB is probably more widely found (meaning VB programmers [Quoted] are also more widely found), and does have better integration with Windows.
