Oracle ODBC problem

My server is running NT version 4.00.1381, and I've also installed the 8.1.6 client onto it. I then downloaded the 8.1.6 ODBC drivers (8.01.6200) from Oracle's website & installed them.
When I try and create a new ODBC source using these drivers, the error messages I get are:
"The setup routines for the Oracle ODBC driver
could not be loaded due to system error code
182"
and
"Couldn't load setup or translator library"
Any idea what I'm doing wrong? Any help would be appreciated.
