It is more than a few, the Oracle client for 7.x started containing all of the NLS libraries and message files. You really need a fairly large client install, even at it's smallest it will be dozens of files.
From the Oracle client CD just install the SQL*Net protocol layer you want, the other dependancies will be included. I don't know of any place you can download the 7.0 client...
