I have used all three but not the latest version of TOAD and SQLNavigator.
SQLProgrammer : very nice tool -- pretty reliable, some bugs.
Great at handling all the chores of dealing with tables, permissions, indexes, etc. via a GUI environment.
Best feature is the debugger. Still needs some work as not all variables are visible within the debugger. Having said that, the debugger is quite good. Nice control and understanding of packages. Really quite good for getting work done.
Second best feature: the editor/development environment for procedures, functions, etc. Very good -- nice integration with the tools. Editor is pretty good though not world class.
If you use multiple database, this has the same environment for several relational database. Could be very convenient.
Features : really hard to detail all of the features. check out their web site.
SQLNavigator : I have not used it in about 1 year.
Very good tool. Good for writing code and working on the scheme. On a par with SQLProgrammer.
Best feature : their selection grid is editable. One can update tables - - column by column after making a selection. Really great when doing development or correcting minor data problems. Something not available in SQLProgrammer.
Missing: a debugger. You are left with DBMS_output. (At least in the version I used)
TOAD: good inexpensive cousin to the above. (Last version was 1 year ago)
Designed for Oracle only.
Not as fancy or cute. Does get job done.
Can edit data and update tables from with tool ( like SQLNavigator ) No debugger that I recall.
There is a shareware version -- with 1-2 month license, then download again.
There is a commercial version. I have not seen that version.
IMHO I preferred SQLProgrammer.
