Designer Report problem

I am trying to create a report in designer (with no help from builder). I have three arguments on the parameter form and I want the first parameter to be a LOV. If I was doing this in builder, I would use 'select 'All' from dual union select distinct column from table, and do a decode in the reoprt select statement. How do I do all of this in designer?
