Load the y2k compliant version of the installer and use that to uninstall. After that, (in which it will probably fail several times to remove everything), delete your oracle home directory, usually \ORANT, then remove the keys in hkey_local_machine\software\oracle. If you have services, you can remove them with an NT Server Resource Tool, INSTSRV
Then, remove any start menu program shortcuts, desktop shortcuts, and other registry settings pointing to oracle. At that point, it should be pretty clean.
