change language for oracle tools

Hi,
I installed the Oracle Enterprise Tools (Oracle 8.1.6 client)
on my german Win2000 machine.
Now the tools (like Storage Manager) appear in german, but I want
them to show up in english.
When I set the global Language on the system level to english, it
works, but then all of my Win2000 is english what I don't want.
I also tried to introduce a global Environment variable
NLS_LANG=AMERICAN_AMERICA.WE8ISO8859P1 but it doesn't help.
Has anyone a tip on how to change the Oracle tools language without changing it on the whole system?
