End User query tools

Hi, All !
  We are searching for tools which would allow end users to 'surf' thru our production data base (300+ tables,250+ domains, 200M rows) without IS support (or just with administrative or educational support), aka data mining.
  We look for a tool which

  • Supports SQL illiterate users
  • Has some way of preventing resource abusive and/or illogical queries
  • Allows iterative querying (kind of 'I don't know exactly what i want, let's start with ...')
  • Has some reporting capabilities (not a premium requeriment, though)

   I've got around a dozen references of such kind of tools (ranging from MS Access thru Oracle Discover). In order to speed up the review process, i beg for experiences, comments, comparatives, reviews from you for such a kind of tools.
