can oracle tools edit a bitmap?

    I'd like to display a bitmap on an oracle form. Once displayed, I'd like the user to be able to highlight areas of the bitmap (rectangular regions) and then assign those regions as links to other maps. The original picture would not be altered, and the user-entered areas would be an "overlay" on top of the existing picture. I'd like an option to dump the picture w/ the overlay to a .gif file to later be used on a website.

    The "detailed map" would allow a similar interaction to allow the placement of "text" on the screen in user-defined locations (w/ user enterable text). I'd like to be able to overlay this on top of the submap and control the color/highlighting of the text to signify different features of that map area.

    This has to work inside Oracle Forms.
