Hi there,
I will try to answer your questions. Be aware that you can not re-use
your Forms 4.5 forms in Portal, you will have to rewrite them.

Don't know, but if you can do it in Java or in PL/SQL, you can do it in Portal.

I'm not sure about Portal 3.0, but it is not possible with WebDB 2.2.
