Load balancing problem

I am running Oracle 8i on NT. We have 2 boxes running OAS. I have set it up where when they go to a specified url it should go to either one of those boxes. Right now it is only going to one box. If anyone knows how to get it so that it will randomly choose the box it would be appreciated. Peter
