To my understanding, SQLPlus is an interface supplied with
the Oracle database.
However, it is not the most comfortable one.
T.O.A.D is a heavy duty developing tool and a trial version can be found at http://www.quest.com .
A smaller scale and very easy to use developing tool is
PLSQL Developer -
