missing databases!! oracle EM 1.6

[Quoted] we got a problem at our company. we installed oracle enterprise manager version 1.6. there are two oracle databases running on the system. the problem is that they are not in the enterprise management console displayed. same with listeners.
the next problem is that the backup console is not starting cause of a missing database and service.
so the backup worked out with sql but it would be great if somebody could tell me a reason and / or solution of for this problem.
