Lionell,
It sounds like you do not have SQL*Net installed on the computer. You may want to try opening the Oracle Installed and either reinstalling/installing SQL*Net. If that doesn't fix the problem, install (if its not installed already) SQL Net Easy Configuration and configure your Database connection with this tool.
