Advanced Replication with Oracle 8i

I run CATREP.sql .. But should I run this script on both database.? Should I run it connected to SYS or SYSTEM..?? Some error occure when I run the script.. Seem to be Rollback extent no enough high..

But the big problem is when I use the replication manager , When I create the master sites..
He create the repadmin user but I got the problem.. : ORA-4068 existing state of package have been discarded.. Not execute package body SYSTEM.DBMS_REPCAT_ADMIN does not exist..

I look in the database and I can not find this packaged..

What should I do..!!!!!!??
