Changing dates in old Forms?

I've tried to change the Form to RRRR format, tried to change the query in the report, and have even tried to reverse-mask the date (i.e., "to_date (to_char (TODAY, 'MM/DD/YYYY'), 'MM/DD/YYYY')")--none of which are working.

Any insight you can give would be vastly appreciated.
