Are they both running on port 80? My big NT box also has both IIS and WebDB. Upon installation, the WebDB service hijacked port 80 making the IIS service unreachable so I specified a different port for the latter.
Try changing ports for one of them. WebDB's port can be changed by going to the Control Panel.
