How do I run a SQL Script in WebDB in NT ?

Hi,
I'd like to run an SQL Script to create 20 tables in WebDB or against the WebDB Database in NT.
Is this possible ?
I cannot find a way to change the ORACLE_SID in the NT Command line.
One or two references talk about editing the NT Registry which is
something I'd like to avoid.
Is there an easy way to use WebDB against a Database other than the
one it was installed in ?
I'd appreciate any and all suggestions
