This is a working (with WebDB) entry from my tnsnames.ora:

WEBDB =
  (DESCRIPTION =
    (ADDRESS_LIST =

        (ADDRESS = 

(PROTOCOL = TCP)
(Host = xxx.xxx.xxx.xxx)
(Port = 1521)
)

    )
    (CONNECT_DATA =(SID = TEST))
  )
