Table relationship (master-detail) in oracle forms

I created a form application that is relatively simple and was working well. There is a customer table with a relation to a contact table through a foreign key. When I had both blocks (in different frames) on the same canvas, it worked ok. I could query the customer table and if there are multiple entries in the contact table, they all show up and I can scroll through them. I changed the canvas from content to tab. The customer block is on one tab and contacts block on another. Now when I query the customer table, I only get one record back from the contact table.
