Help A Newbie Get Started?

Can anyone advise me on how to assemble the tools I'll need to start learning this stuff, locally on my computer? What software will I need to purchase. I've looked at Oracle's store at JDeveloper, but couldn't see where they sell this product for my kind of purpose. Surely there's a way to [Quoted] setup an Oracle database locally and then develop for it without needing to [Quoted] spend tremendous amounts of money for enterprise level licensing? How do independent developers build this stuff?
Any help from anyone would be greatly appreciated!
