You must run the CATEXP.SQL script before you can export. This script sets up various tables that the system uses when exporting data. It's mostly used when you try to perform incremental exports so that the system nows when the last time you exported something. But even if you aren't doing incrementals, you still need to run the script first. You only have to run this script once. In fact, it may have already been run for you as it's run when you run the CATALOG.SQL script on database creation. You don't have to run this before every export.
