I presume the obvious has been done ... the menu item is marked as enabled... If it is enabled, check to see if the form has "Menu Security" = Yes. If so, you will need to indicate for the newly created menu option the roles a user must have in order to be able to execute that menu option. If, as I suspect, no roles are specified that allow access, the menu option is always disabled.
