Problem with Webdb2.2 and German Sites

is there someone how builds german sites with webdb2.2 correctly ?
When I create a new site with my webdb the installation of the site don't tell a error. But when I want to work with this site (first as an administrator) it comes ORA-01821: cannot work with the date format.
Any help is appreciated.
