Passing Parms in a URL

http://xxxx/xxx/xxxxx?FieldA=&Value1&FieldB=&Value2. For some reason if [Quoted] [Quoted] I use this as a URL link it will not resolve my Value2 to the current database value. If, I, however,
http://xxxx/xxx/xxxxx?FieldA=&Value1&?FieldB=&Value2 put any gargbage [Quoted] character in before the &FieldB it resolve the value, but then my URL [Quoted] has a bad character in it which gives me a bad # of paramter call to a [Quoted] procedure I wrote. Any suggestions?
