Can WebDB portlets directly interact with components on OAS?

If we place components within the Oracle database using the Oracle portlet interface,
can those portlets (components with Oracle wrappers) directly interact with application
components that are running on the OAS as if WebDB were an independent application server?

Or, is all interaction with the portlet framework driven by WebDB?
And, if there are any events that we want to send to the WebDB portal web
page then do
we need to wait for WebDB to request it?
