I had a similar problem and it appeared (by turning on tracing in
sqlnet.ora) that the problem was that Developer was not able to find a dll
(oraspawn.dll). SQL*Plus installed together with PO8i was able to connect,
SQL*Plus installed by means of the Developer installer was not able to
connect.
I don't know if you have the same problem.
